中英交流与合作研讨会:人工智能促全球福祉在河套深港科技创新合作区举办!

3月1日下午,由英国驻华大使馆深圳市国际交流合作基金会联合主办,英中贸易协会承办,福田区外事办支持的中英交流与合作研讨会“人工智能促全球福祉”以线上线下的形式在河套深港科技创新合作区深港国际科技园报告厅举办。


The UK-China Workshop: Exchanges and Collaboration on AI for Global Goods was successfully held on 1st March 2023 in Shenzhen. Organised by the China-Britain Business Council (CBBC) and cohosted by the British Embassy in Beijing and the Shenzhen Foundation for International Exchange and Cooperation, the workshop focused on a key topic: AI. More specifically, the workshop aimed to discuss and exchange views on international cooperation in AI projects, ethics and governance with regards to AI, mindsets towards AI, key trends related to AI, AI from a global perspective, and how AI can be utilised to enable global goods, leverage emerging growth opportunities, and benefit all.



研讨会由英国驻上海总领事馆科技领事孙思慧Charlotte Smart主持,英国驻华大使馆公使衔参赞彭慧Grace Carey,英国驻华大使馆数字与网络政策主管孟安Anthony Myers,英国外交、联邦和发展事务部国际技术司副主任Louise Thomas,深圳市科技创新委员会政策法规处处长陈望远,深圳大学计算机与软件学院教授沈琳琳,深圳市人工智能与机器人研究院教授林天麟,暨南大学一带一路与粤港澳大湾区研究院副院长陈定定,奥斯特大学计算学院人工智能中心主任刘军,励讯集团中国区首席数据战略官尹鹏翎,ARM公共事务副总裁Stephen Pattison,剑桥大学哲学讲师Tom Mcclelland,深圳市人工智能学会副秘书长张彤,深圳市国际交流合作基金会秘书长李丹等相关高校、智库、企业与媒体代表线上线下百余人参会。


More than 100 representatives from relevant universities, think tanks, enterprises and media attended the workshop online and offline.



英国驻华大使馆公使衔参赞彭慧Grace Carey在开幕致辞中表示,中国在国际人工智能研发网络中发挥着重要作用。英国政府于2021年发布了《国家人工智能战略》,鼓励利用人工智能技术解决全球挑战,如气候变化和公共卫生安全,希望来自中英两国的专家就人工智能的伦理和治理进行交流,确保人工智能的发展和使用促进全球福祉。


In her opening speech, Minister Counsellor of the British Embassy in Beijing, Grace Carey, said the following: “We hope that the exchange of ideas between experts from the UK and China on AI ethics and governance will ensure that AI can be used for the development of global goods. China has played a greater role in the international AI research network and in AI development, and has a strong track record in innovation. In 2021, the UK government published the National AI strategy, which allows the UK to use the potential of AI technology for solving global challenges such as climate change and challenges to public health and security.”



英国外交、联邦和发展事务部国际技术司副主任Louise Thomas围绕《英国人工智能行业发展概况》作主题演讲。Louise Thomas指出,英国一直在努力以安全、合法和道德的方式发展人工智能,并积极为全球挑战寻求解决方案,希望在制定人工智能标准方面促进真正的全球合作


Louise Thomas, Deputy Director of the International Tech Directorate shared an overview of AI Development in the UK: “We seek to promote genuine global cooperation in the development of AI standards, aligned with our values and principles, so that AI develops in a safe, legal, and ethical way, and that it helps us actively seek solutions for global challenges. We think that we can be a genuine innovation powerhouse and create the most supportive business environments in the world, within which we cooperate on using AI for good and set international standards that reflect our values and defend against the malign use of AI.”




深圳市科技创新委员会政策法规处处长陈望远围绕《深圳科技创新发展情况》作了主题演讲,他表示,根据2022年全球创新指数,深圳-香港-广州集群是世界第二大科技集群。在过去的五年里,仅深圳的高新技术产业增加值就超过了1万亿元,产值超过了3万亿元。


The Director of the Policy and Regulation Division of the Shenzhen Science Technology and Innovation Commission, CHEN Wangyuan, shared an overview of technology and innovation development and international cooperation in Shenzhen. According to the 2022 Global Innovation Index, the Shenzhen–Hong Kong–Guangzhou cluster is the world’s second largest science and technology cluster, and the added and output values of Shenzhen’s high-tech industries over the last five years alone exceeded RMB 1 trillion and RMB 3 trillion, respectively.



深圳大学计算机与软件学院教授沈琳琳作与深圳市人工智能与机器人研究院教授林天麟分别作了《牛顿人工智能项目及国际项目》和《深圳人工智能国际合作项目》案例分享。


Professor SHEN Linlin from the School of Computer Science at Shenzhen University shared his case study on the Newton AI Project and other international projects. Professor Tin Lun LAM, Director of the Center for Intelligent Robots at the Shenzhen Institute of Artificial Intelligence and Robotics for Society shared his case study on AI International Programme Cooperation.



在嘉宾讨论环节,英国驻华大使馆数字与网络政策主管孟安Anthony Myers,暨南大学一带一路与粤港澳大湾区研究院副院长陈定定,奥斯特大学计算学院人工智能中心主任刘军,励讯集团中国区首席数据战略官尹鹏翎,ARM公共事务副总裁Stephen Pattison,剑桥大学哲学讲师Tom Mcclelland与深圳市人工智能学会副秘书长张彤围绕着《人工智能伦理与治理》作了讨论,6位嘉宾从学术、企业、国家与性别等角度分享了他们对人工智能伦理和治理的看法,就人工智能伦理和治理需要解决的最重要的痛点和挑战提出了专业的见解。


For the workshop, we also invited six panelists to discuss AI ethics and governance: CHEN Dingding, Deputy Director of the Institute of Studies for the Belt and Road Initiative and the Greater Bay Area at Jinan University; LIU Jun, Reader in Computer Science and Director of the Artificial Intelligence Research Centre at the School of Computing at Ulster University; Maggie YIN, Chief Data Officer at RELX Group; Stephen PATTISON, VP Public Affairs, Arm; Tom MCCLELLAND, Lecturer in Philosophy at the Department of History and Philosophy of Science at the University of Cambridge; and ZHANG Tong, Deputy Secretary-General of the Shenzhen Association for Artificial Intelligence. All of the panelists offered professional insights about the issues and challenges on AI ethics and governance that need to be addressed, and shared their thoughts on AI from academic and corporate perspectives, AI from the UK’s and China’s perspectives, and AI from gendered perspectives.



最后,深圳市国际交流合作基金会秘书长李丹在闭幕致辞中表示,在未来基金会希望继续加强与包括英国在内的各友好国家、组织和个人开展富有成果的沟通与合作,搭建更多高质量交流平台,共同为提升人类福祉和社会进步作出应有的贡献。


In her closing speech, Executive Secretary General of Shenzhen Foundation for International Exchange and Cooperation, Grace Li, said “In the future, our foundation will also cooperate with other friends from all over the world to reinforce the human being and to promote a sustainable society.”



英中贸易协会科技与创新组也将继续在不同领域建立平台和桥梁,推动政府、行业与学术界之间的交流,从而发掘中英两国在技术及创新方面的潜在合作。


The CBBC’s technology and innovation team will continue to build platforms and bridges in different areas to enable discussions among government authorities, industries, and academia so as to help identify potential cooperation between China and the UK in technology and innovation.
